Department Description:
Planners in this department collect, maintain and present data in support of the departments responsibility for the preparation and maintenance of the 2030 Development Framework and Regional Systems Policy Plans which includes review of local comprehensive plan amendments, environmental reviews, watershed district plans, housing reviews and other planning types of reviews. Planners monitor Council Guidelines for Reviewing Local Comprehensive Plan Amendments and Metropolitan Significance Rules to determine if changes are necessary, and coordinate any needed amendments. Review referral reports to ensure quality and accuracy prior to mailing to Metropolitan and Community Development Committee and Metropolitan Council.
General Summary:
Under broad administrative guidance, incumbents assigned to this classification level are the expert in a specialty planning disciplines; leading major planning activities through expert consultation. Work involves major agency policy issues having agency wide or multiple region significance. Incumbents perform policy development, planning consultation, research and analysis, interpretation of policies, regulations, and program areas. Incumbents serve as the policy advisor to senior management, have a high degree of public involvement and agency representation.
Education/Experience:
Graduation from a four-year college or university with major coursework in city, urban or environmental planning, or a field related to the area of assignment. Eight (8) years of planning related experience, which must have included two years of project management or team lead experience.
Equivalency: A master’s degree in related field will be considered as two (2) years related experience or an equivalent combination of education and experience sufficient to demonstrate knowledge, skills and abilities.

Appanoose County, Iowa is looking for a new Economic Development Executive Director. Appanoose County borders Missouri and has several successful industries and businesses. The county is looking for a motivated individual to take the county to the next level. The Executive Director will be responsible for implementation of a comprehensive economic development strategy to create a positive identity of Appanoose County and generate economic growth opportunities that will create quality jobs, attract new wealth and investments and enhance the quality of place for living, working and visiting.
The Executive Director will advise and report to the Board of Directors; work closely with local, county, regional and state public and private leaders to lead the implementation of a unified economic and tourism development strategy; and bear primary responsibility for the day-to-day management and operations of the Corporation’s business. A bachelor’s degree in business or public administration, finance, economics, planning or related field required. Six to nine years in planning and implementing tourism destination development, entrepreneurial development, and business development and retention programs. Past experience must demonstrate a successful track record, preferably in “turning around” an area. Excellent oral and written communications skills, marketing and selling skills, and computer skills including word, contact management systems, spreadsheet/database, presentation and internet. Salary $45,000-50,000.

Sturgis is the county seat of Meade County (population 26,000), located in the beautiful Black Hills National Forest on Interstate 90, 25 miles west of Rapid City, SD (population 120,000).
